ZATCA rolled out e-invoicing in Saudi Arabia in two phases. Phase 1 (from December 2021) required electronic generation. ZATCA Phase 2, the integration phase, has been rolling out in waves since January 2023, grouped by revenue, with taxpayers notified ahead of their deadline.
In Phase 2, your system must produce invoices in UBL 2.1 XML, sign them with a cryptographic stamp, add a QR code and send them to Fatoora: standard tax invoices for clearance before issue, simplified invoices for reporting within 24 hours.
We review your invoices, systems and data against ZATCA requirements and list every gap.
Direct integration with the Fatoora clearance and reporting APIs from your ERP or custom system.
Generating CSRs, compliance and production CSIDs, and managing certificate renewals.
Bilingual Arabic and English invoices with correct fields and QR codes.
Odoo, ERPNext, SAP Business One, Microsoft Dynamics and custom ERPs.
Dashboards for cleared, reported and rejected invoices, with alerts.
Gap analysis of systems, invoice types and master data.
XML, stamping, QR and API integration.
Compliance checks in the ZATCA sandbox and fixes.
Production CSIDs, go-live and monitoring.
Many of our clients operate across several Gulf countries, so we design e-invoicing once and adapt it per country.
ZATCA Phase 2 clearance and reporting, Arabic invoices and 15% VAT.
The same data model extended to the UAE Peppol-based e-invoicing model.
Multi-entity setups that issue invoices from the right entity in each country.
ZATCA notifies taxpayers in each wave in advance of their integration deadline, based on revenue thresholds. Check the ZATCA e-invoicing regulations and the notifications for your VAT number, and start integration as soon as you are notified.
Many ERPs offer a ZATCA module, but it often needs configuration, master data fixes and testing. Older or custom systems usually need an integration layer, which we build.
Configuring an ERP that already supports Phase 2 usually costs $1,500 to $5,000. Building an integration for a custom or legacy system typically costs $5,000 to $15,000.

It is the integration phase of Saudi e-invoicing (Fatoora). Invoices must be generated in XML, cryptographically stamped and sent to ZATCA for clearance (B2B) or reporting (B2C).
No. Simplified (B2C) invoices are reported to ZATCA within 24 hours of issue. Standard (B2B) tax invoices must be cleared before they are shared with the buyer.
A Cryptographic Stamp Identifier is the certificate ZATCA issues to each invoicing unit. It is used to sign invoices and must be renewed before it expires.
